Since 2007, CRAD has delivered research, data collection and evaluations for public institutions, international agencies and NGOs, in Benin and across West and Central Africa.
In 2025-2026, CRAD delivered for CEREEC/ECREEE, under the regional WOCEWA project (funded by IDRC), the first assessment of the Gender Equality Index (GEI) in sustainable-energy SMEs across the 12 ECOWAS countries, a major assignment of around USD 200,000.
A census of 800 SMEs, a survey of 100 SMEs (300 respondents) using the EIGE methodology: CRAD produced the regional index (48.1/100) and a 2026-2030 action plan budgeted at USD 18.96M to reach parity. Results are published on a dedicated dashboard.

Context. ECOWAS needed to measure progress against its Vision 2020 goals at the regional level, with a credible evaluation that was comparable across countries.
Method. A regional public-policy evaluation using mixed methods: desk review, national secondary data and institutional interviews.
Set-up. Coverage of all 15 ECOWAS member states.
Impact. Informing the design of the ECOWAS post-2020 strategic framework. Key findings to be confirmed with the client.
Context. Niger needed to evaluate its PDES, a national planning document, to steer the next development cycle.
Method. Evaluation of an entire national plan (relevance, effectiveness, impact) using mixed methods, delivered as part of a CRAD-CIDD consortium.
Set-up. Deployment outside Benin, in Niger, with consortium coordination.
Impact. Supporting national development planning in Niger. Key recommendations to be confirmed with the client.
Context. An international research programme on learning and gender in primary education required reliable quantitative data at the level of Benin's schools.
Method. A gender-sensitive quantitative survey of primary schools, using digital data collection (CAPI on tablets) with quality supervision.
Set-up. Field collection in Benin, for IIEP Dakar. Sample size and number of schools to be confirmed with the client.
Impact. Feeding a benchmark IIEP research programme on learning and gender.
